Persona 4 Cheats Not Working

Okay, I'm trying to get cheats to work for Persona 4. So far, I got cheats enabled in PCSX2. I searched around and saw that I needed to convert the codes into a format that the emulator likes and put them in a pnach file in the cheats folder. So far, here are the codes i'm trying to use.

I feel like everything is where it should be, but when I start up the game from a regular save file, not a save state, the cheats don't activate at all. Did I miss something?
